Either one will work just fine, I used to make masks for fun and sell them. I used hot glue for attaching things that took up more surface area, and used tacky glue for smaller more detailed applications. Super glue is even great for attaching small thins such as rhinestones and making sure they stick! If you are starting with a plastic mask and would like to cover it in feathers or with a fabric-Spray Adhesive is a miracle in a can!
Hot glue might darken the material (and melt the mask --just reinforcing what the others said). I think tacky glue would be best, and most craft glues will say on the package what it can be used for.

Spray Glue may also work, just make sure if you want it permanent that you use permanent spray adhesive, they also make removable or repositionable adhesive. Tacky glue may end up peeling off if the plastic is smooth, and hot glue may melt the mask (as someone else already said). If you do use a glue gun, I would make sure you are using one that says low temp.
I would use a spray adhesive. Hot glue would cause lumps and tacky might leak through.
